The trick for accumulate skill points in Dragon Age Inquisition is based on a peculiarity of the game, namely the fact that if you only collect a part of the contents of a chest, returning at a later time the same chest will contain all the objects again, including those you have already collected.

Knowing this, it will suffice for you find a chest that contains an Amulet of Power along with other items. The Amulets of Power will indeed add to your character +1 Skill Points each. Therefore:

1) open the chest
2) collect only the Amulet, leave the other things
3) travel to Skyhold
4) go back to the cashier and repeat from point 1) as many times as you want

Where is a chest with an Amulet of Power located?

Follow the following video that shows the whole process. At the beginning of the movie, the skills you need to unlock to be able to open the Masterworks locks are shown. Without these, you will not be able to get to the location of the chest containing an Amulet of Power and a Gold Bracelet. Remember to take only the Amulet, otherwise, as explained above, the trick will not work.
