In The Division it is possible to find crafting stations in the base of operations. The high-end items are the YELLOW ones and they can be made from the very beginning of the game, there is no need to have specific projects. All you need is 5 BLUE crafting materials of any type that can then be converted into any high-end object (parts of weapons / tools / electronics / fabric).

The quickest way to get enough material is to dismantle objects you already have in your inventory. It is also possible convert green materials to blue ones, then blue ones to yellow, always taking advantage of the practice of destroying all the materials you don't need.
