In an interview released by Lennart Bonzein, some of the reasons that push the software house not to consider the Nintendo console were mentioned, at least for the saga in question.

As a company, Konami is aware of the Switch - we released Bomberman last year, we are releasing Contra on the Switch. For PES right now, just the current factors that the game is coming out on the three platforms - PS4, Xbox One and PC means there is no Switch version planned right now

As a company, Konami is aware of Switch - we released Bomberman last year, we are releasing Contra on Swtich. For PES right now, the fact that the game will be released on three platforms - PS4, Xbox One and PC means that there is no Switch version currently on the schedule.

The words quoted here therefore leave no room for hope, it seems that currently no version is under development at the software house. The reasons seem to be linked to the addition of other contents, which seem to have had priority, as well as the exclusivity obtained, compared to a version of eFootball PES 2020 for the Nintendo console, which we could still see in the coming years.
