More than a special episode, it had become a real ritual: unfortunately, this year Doctor Who won't have its own Christmas special. In its place, Chibnall will produce a new year special, exactly for the first day of 2019. We knew an eleventh episode was in development, but there was never any confirmation that it was Christmas.
Also Moffat, at the time, spoke of the fact that every year it became more and more difficult to create a Christmas episode, and perhaps this difficulty led the new showrunner to move the date, and consequently also the relative holiday.
